Trinidad and Tobago launches six-digit postcode system

The Caribbean nation of Trinidad and Tobago is set to gain a new post code system later this year,...

The Trinidad and Tobago Postal Corporation began efforts to spread awareness among the country’s 1.2m population about the system beginning of April 2012, with a launch event in Port of Spain.
The new TT Postal Code System will use six-digit numeric codes to make it easier to deliver mail to specific addresses.
Read from left to right, the first two digits of a post code will point to one of 72 postal districts in Trinidad and Tobago. The island of Trinidad is being divided into 64 postal districts, while Tobago will have eight.
The second two digits of the code will identify the specific delivery route within a postal district, while the last two digits will specify a single building or zone on the delivery route.
The Postal Corporation said a postcode was an “essential element” of a postal address, and would assist in the transmission, sorting and delivery of mail items.
It said with the population growth in Trinidad and Tobago and accompanying surge in housing developments, a casual locational system was “no longer functional”.

Trinidad and Tobago Introduces Postal Codes

By end of this year, Trinidad and Tobago will launch a postal code addressing system to adapt to...

Trinidad and Tobago, which has 72 postal districts, will have a six-digit postal code.

The first two digits will point to the postal district, and will identify the main TTPost delivery office, which will process the mail.

The second two digits will represent the area within the postal district called the delivery loop. The last two digits represent the zone or building within the delivery loop — the geographic location of a group of addresses.

Professor Jacob Opadeyi, the mastermind behind the development of the postal code system said the Universal Postal Union (UPU), of which Trinidad and Tobago is a signatory, stated it was necessary to develop a postal code in the Caribbean region as many towns in countries in the region have similar names, "which result in problems with inbound and outbound mail."

Opadeyi explained the new postal code can result in improvements in the efficiency and accuracy of local addresses, a reduction in undelivered mail and improved billing and customer services.

Source:

Under it, mail and parcels transported through the normal postal networks will be delivered to residential and business premises which will have post codes.

The Minister for Communications, Science and Technology Prof. Peter Msolla said that implementation of the project would take five years. Phase one, slated for 2010 and 2011, will cover the municipalities, towns and district headquarters while the second phase will be implemented in villages and informal settlements in urban areas.

The multi-billion shilling project pioneers the implementation of a street-type addressing system with postcodes and the creation of a national address database. "It will involve naming and identification of streets and numbering all houses in accordance with new addressing standards," he said. The country of 40 million people has only 173,000 mail boxes in 250 post offices.

"Postcodes will be allocated to specific post office establishments and major customers," he pointed out. He added, however, with the introduction of the new system, the traditional postal services must be improved.

"The country will be divided into postcode areas. A five digit postcode system will be used in identifying areas up to the ward level," he said. It would enhance the effectiveness and efficiency of universal postal services in the country such as movement of letters, packets, parcels and financial services.

As soon as it will be available, AddressDoctor will integrate new address information and postal codes for Tanzania into its reference database.

Japanese Government Cancels Postal Privatization

After only two years, Japan Post's privatization will be cancelled.

Only two years after the privatization process of Japan Post began, the new Japanese government has started to cancel it. The cabinet decided recently to waive the appropriate law. The parliament is to decide on this plan before the end of this year. The government, under the guidance of the Democratic Party of Japan (DPJ), plans to restructure Japan Post and to compel it to offer uniform postal, banking, and insurance services throughout the whole country. The postal offices are supposed to give citizens local access to administrative services. Yoshifumi Nishikawa, the current President of Japan Post Holding Co., which is still state owned, announced his resignation for the end of October. The former president of the major bank Sumitomo Mitsui Banking Corp. was considered a guarantor of an efficient and brisk privatization. He was, however, strongly criticized at the beginning of this year, because he planned to sell post-owned pensions.

New Postal Codes for Ireland by 2011

Ireland's Minister for Communication announces that Ireland will introduce a national postal code...

In June 2008, AddressDoctor reported about the intention of Ireland's Minister for Communications Eamon Ryan to introduce national postal codes (see AddressDoctor News June 19, 2008). Now, the Irish government has approved this project.
Mr. Ryan said the system would bring faster and more accurate postal delivery and the initial set-up cost, which he estimated at EUR 10 - EUR 15 million, would be justified by the returns across the economy. "A postal code system represents an excellent investment for any modern country and is essential for the development of the digital economy," Mr. Ryan said.
"I look forward to working on its swift implementation over the next 15 months." The Minister said Ireland was the only country in Europe that did not have a postal code system, which would save money for the State as a major postal customer.
The Department of Communications, Energy and Natural Resources will issue an invitation to tender for the implementation of the new system shortly.
The precise design of the new codes will not be finalized until the tender process is complete. However, the department said an "alpha-numeric" postal system would be used to identify clusters of houses. This would read, for example, as D02 123 or ATH 123.
The postcodes which will become the last line of the address printed or written on envelopes for delivery, will have six characters.
Sample postcodes attached to addresses provided by the Department of Communications, Energy and Natural Resources include one for a location in the area currently known as Dublin 2:

Ms. A Murphy
Apt 7
Blue Building
Pearse Street
D02 123
IRELAND

The existing Dublin postal districts are expected to be accommodated within the new postcodes, for example Dublin 4 becomes D04, while Dublin 12 is represented as D12.
Another example provided by the department, this time for an address in Co Westmeath, is:

Mr. D Collins
Main Street
Athlone
ATH 123
IRELAND

The final three digits in the code will relate to houses, clusters of houses, roads and townlands, depending on the area.

In July 2008, AddressDoctor reported changes regarding the addressing of Austrian mail (see AddressDoctor news from July 16, 2008). With these changes, any ambiguous addresses should be removed from the postal database. In rare cases, the use of the municipality will lead to an ambiguous address. In this case, the locality ensuring an unambiguous address will be used.
The new postal codes are necessary for the automation of postal delivery in Morocco. By end of this year, 4 sorting machines should be taking care of the mail sorting. On average, a sector or "groupe de quartier" covers 400 different postal codes. As a result, the Kingdom now maintains more than 90,000 postal codes.

In addition to the implementation of the new postal codes, Morocco Post introduced new address formats as well.
The use of directional indications as part of an address rather than a street name has a long tradition in Costa Rica. Only a few streets have a name and only a few addresses have a format well-known in Europe or the US. This peculiarity causes many troubles for letter carriers as well as for emergency services and taxi drivers. Everyone searching for an address in Costa Rica needs a good knowledge of its whereabouts. Postal authorities say that one of five pieces of mail is undeliverable. The problem is worse in new suburbs, where neighbors don't know one another and can't advise people.

This situation has become untenable and has slowed down Costa Rica's economical development. Correos de Costa Rica has started to tackle this problem and is hoping for the support of the private sector. The project should be ready within the next two years and should cost about US$ 1 million. Erecting signs will take much longer and will require further investment.

Alvaro Coghi Gomez, postmaster general, is however aware of the biggest challenge - to get people to use the new addressing system.
